Likely not.: Every state has different rules for emotional assistance animals and their definition of such. Most require the letter must come from a designated mental health specialist , and if you are flying, they only allow dogs on most airlines. Your provider must write letter on their letterhead with their license numbers included, state reason for need, and name and type of animal. Each carrier varies !
