Unlikely: Try to calm down. Likely your fear is driven by heightened anxiety, which can also increase blood pressure. There is no proven connection between OCD/panic disorder and red spots on the eyeball. If red spot returns, see your pcp or ophthalmologist. Better RX for OCD: You do not say what kind of treatment you are getting for your OCD. Whatever it is, it doesn't appear to be effective for you. The best therapies include both medication (particularly drugs like clomipramine and fluvoxamine) and a variety of psychotherapies, many of which involve desensitizing people to their anxiety-provoking fears. This is a very modest increase in BP and likely not harmful.
