Yes: yes; practically all medications can cause dizziness or fall. Stopping medication is wise but you should not go on advil. You should consult your primary care physician for additional history, exam and lab tests if warranted.

It depends: There are so many factors that can cause dizziness, or light-headedness. If you just started taking celebrex it could be related, however it could be that you are dehydrated, feeling ill, perhaps caught the flu. If you are getting a benefit from celebrex you may want to find ways you can keep taking it. This is definitely a conversation for your doctor that prescribed it.
