No, it is a blister: Skin Cancer is solid, so it will not popp and flatten like you ahve descrobed. From your description, it seems that you had a blister which can occur due to one or more reasons like an infection or a skin burn. It may stay red for a few days till it is fully healed. If it gets worse, show it to your doctor as it can get infected if you did not keep it clean.
