Genetic?: Part of this may be genetic (your mother's body shape can tell you a lot). Have you tried weight training and abdominal exercises to tighten your muscles? Tobacco smoking and alcohol intake also direct the fat to your abdomen. Consider consulting a trainer at your gym.
