Retractile testis: There is a muscle called the cremaster muscle that can pull the testis up like that.It is common.As long as you can get it down and examine size/shape it is probably okay.Those that never come down are often lost in the abdomen and are at risk later on if not brought down. It may actually settle down into normal position and stay there over the next few years.
