Yes and yes: IQ is a controversial construct which we only can measure by performance on tests and by life history and observation. Some tests are more valid than others and errors in gathering history or observations are big. Some basic factors are inherited but some are learned - often from that same family. It's multi-causal. Yes, proper training does increase test results to a degree especially when young.
