I'm 39weeks & 4days and my fluid level is a 3. should they induce me on my next check up (31st)?

Yes!: You are 39 weeks and 4 days and have an Amniotic Fluid Index (AFI) of 3. Many doctors would have started the induction process already. An AFI of 3 is considered oligohydramnios and this is reason enough to deliver a baby prior to full term. Best wishes!

More than once?: Amniotic fluid levels fluctuate - a one time measurement of an AFI of 3 in itself is not a reason for induction. The duration of a human pregnancy is 267 days from conception and can naturally fluctuate for as much as five weeks. In the absence of tools to determine the natural duration of a given pregnancy, it may be best to deliver at 40 weeks based on the last menstrual period.
