What can cause unstable blood sugars (highs and lows) other than type 1 and 2 diabetes?

Varying glucose: Need more information by what you mean by high and low sugar. This will depend if you are in fasting state or after having eaten. So can vary from 60 fasting to 180 in a normal. Without talking to you and examining you I cannot suggest any of the many causes of more variable blood glucose.
