Yes, can do: The common cause of high body temperature is fever, generated by the body as part of the immune response to infection. Cold water can be used to help stay hydrated. Drink little and often. The process of sweat evaporating cools the body. Cold baths/ showers/ spongings are not recommended. If high temperature is due to heat stroke or drug-use seek medical attention, excess fluid here can kill.

No: not when taken internally. A tepid bath or sponge bath could reduce body temperature, but is rather uncomfortable. You need to find the cause of the fever and treat that specifically. You could also take Acetaminophen as directed.
