Bruise: Most likely a bruise, but a podiatrist may recommend a biopsy once he sees the appearance of the nail and the lines and discoloration.

Either: If the discoloration occurred shortly after wearing tight boots, it is likely a bruise. Look for clear nail growing slowly from the cuticle over the next month or so. It takes ~9 months for the nail completely replace itself. If the lines and discoloration persist, have it checked. And since you are diabetic, try to avoid tight shoes altogether. Diabetic shoes save toes.
