Dry skin: It may sound strange but I recommend you go to a hair salon. The team will either take good care of you - very likely, but you must also see your doctor about the beard, eyebrows etc. I have a beard that I control (at least that is what I think), but you should see an Eye doctor some time soon. Hope all goes well!
