Little or no risk: Blood almost never transmits bacteria, only viruses. And blood borne viruses like hepatitis B, hepatitis C, and HIV (the AIDS virus) are rarely if ever transmitted from dried blood. Drying kills them (especially HIV), but how long they actually survive really doesn't matter. Launder the clothing normally, but don't worry if you happened to touch the dried blood.
