1) Yes 2) Sometimes: Genital warts usually occur at the point of HPV infection, i.e. where the genital area is exposed. However, local "auto inoculation" -- that is, self transfer to new spot, e.g. by scratching etc -- can result in nearby infection, such as the scrotum, anal area, etc. The virus does not travel through the body.
