Less than 20/20: Normal vision is defined as the average visual acuity that a person with "normal' vision can see at 20 feet. Thus if someone can't see those letters they have by definition reduced vision. Legal blindness is best corrected vision of 20/200 or worse. Meaning a person with normal vision can see at 200 feet away, letters that the person with 20/200 must be only 20 feet away to see.
