Depends...: Need accurate terms and data. 13w5d is an appropriate time to measure 'nuchal translucency', but not the correct time to measure 'nuchal fold thickness' (measured later in pregnancy, 5mm or less is normal). If this was a translucency measurement, then 3mm or less is 'normal'. 3mm is 0.3cm. "0.07cm" is less than 1mm. 7mm would be increased, so see a perinatologist for repeat ultrasound.
