Probably smegma: The whitish material collected around the corona of the penis is most likely smegma which is a natural oily material for some lubrication. It goes away with soap and water and shouldn't be allowed to accumulate. Some research has found that genital viruses may propagate in smegma causing cancer of cervix and penis. Good hygiene is again part of good health.
