I had gollbladder surgery a week ago. one of my small incisions has a red ring around it this morning that is itchy. does this mean it's infected?

Not know: Itching of incision sites is normal healing. Redness can mean infection but usually will have swelling and drainage of pus if infected. Keep clean and watch closely for drainage or if fever then call the doctor. Itching is normal for all healing incisions.
