Need a picture: Several diagnoses fit with your description: ingrown hairs, warts, and molluscum are the most likely, and friction from masturbating can cause hair follicles to get plugged and look like white heads. An exam by your PCP or Gyn is indicated, unless you can get really good close up photos, then a Healthtap consult might be helpful.
