Must see a doctor : No, lotrimin (clotrimazole) is not appropriately balanced for vaginal use. A child this young needs to be seen by a physician for these symptoms. It maybe a UTI or a yeast infection, both of which need to be treated, but especially if it is a UTI. Untreated UTIs can lead to kidney infections and potentially hospitalisation, especially for a child that young with less than perfect hygiene.

UTI vs pee hole pbm: This could be a UTI or if she sits in a tub and gets a bunch of soapy water around her pee hole it can cause localized irritation. In the short term having her sit in a warm water tub to pee is relaxing.Feed her some cranberry juice to acidify her urine (uti thing) and take her in for some tests as soon as you can get in.
