Cyst: it probably is a small inclusion cyst and is of no consequence. If it enlarges and becomes visible then it can easily be removed.

Lump: This may be an ingrown hair or inclusion cyst. The absence of redness and tenderness suggests there is no inflammation or infection. A physician would have to examine it in order to diagnose it, however.
