Possibilities: If over the soft tissue of the shin, then a fascial herniation is a possibility. The muscle protrudes through a small defect. This is rarely dangerous. If over the bone, then swelling/fluid is a possibility. Is it possible also that you recently bumped the area? It's common to get nodules here with mild trauma.
