Capillary hemorrhage: Small blood vessels in the outer layers of skin called capillaries, are fragile, and as a result of any kind of pressure on the toes, say a tight baby shoe, can break and leave tiny pigmented spots as they heal. This is not something to be alarmed about, and should fade over time
