2-3 yrs after breast: In most cases it takes 2-3 years after starting breast development for a girl to start her periods so if it is 3 years or less you can wait. If it has been 4 years since breast development you should have her checked by a pediatric endocrinologist. If she is overweight or obese she could have polycystic ovary syndrome especially if she has excess facial or abdominal hair

Hard to say: girls will usually have first menses within 2-3 yrs of their early breast development.Any girl that has no breast development by 13 or menses by 15 should have an evaluation for delay.
