If it has been there: 4 a long time, it's mostly likely a birthmark. Especially if no injury known.

Varies: There are multiple possibilities. Was there an injury involved? How long has it been there? Has there been any change in its size or shape? A more detailed history and exam would likely tell the diagnosis. Don't hesitate to be seen.
