Foreskin irritation: I would recommend a visit to your doctor. If the foreskin is not retracting (easily pulling back without any pain) there may be some inflammation or scarring. This can become a problem if the foreskin retracts behind the head of the penis and cannot be pulled back. It can affect the circulation to the head of the penis, which may result in damage to that area.
