Rash: If these spots are of recent onset it would be best to see a dermatologist for diagnosis. Rashes on the palms are unusual. If the spots are few, are red and have been there for years, these may be hemangiomas which are benign growths of skin capillaries that don't change and require no treatment. A dermatologist can advise you best

Red rash : Red non itchy rashes can be due to various reasons like hemangioma , sometimes hand foot and disease , bruise . Examination would be needed . You can re post the question with picture of rash or see a doctor.
