Can a prescribing psychologist prescribe cogentin along with haldol (haloperidol) since it is not cogentin is not specifically a "psychiatric drug"?

No: Psychologists are not MD's and do not prescribe medications (hopefully, that has not and will not change). To receive a prescription for medication, one would see an MD or DO, meaning an allopathic or osteopathic doctor, such as a psychiatrist.
