Yes & No: Lacticare hc will improve the appearance of eczema scars but it is not good for long term use as the steroids can thin the dermis and cause other problems. Scar creams specifically meant to treat scars would be a better choice. You might get just as good results using cocoa butter or vitamin e oil and they are cheaper!
