OTC : Otc scar creams typically aren't all that effective. Depends alot on the location and characteristics of the scar. Sometimes, Retin-A cream can help, laser resurfacing, laser treatment of redness, or perhaps surgical scar revision. I would recommend you consider seeing a dermatologist or plastic surgeon to discuss your options. I hope that helps.
