See below: Inability to retract foreskin completely is known as phimosis. May be congenital (present since birth) or acquired (usually related to chronic inflammation). Sometimes application of a topical steroid cream can effectively treat this problem. Other times, circumcision or dorsal slit is required. Recommend evaluation by a urologist to obtain proper diagnosis and discussion of treatment options.
