I've recently noticed broken capillaries on my inner ankles. i'm trying to eat healthy, supplement wisely, & exercise regularly (especially treadmill/incline). i am overweight but working on losing. can i be healthy and still have broken capillaries?

Yes,you could still: be healthy, but the weight and exertion could be causing the capillaries to rupture. Keep exercising! The broken capillaries just look bad,they will not hurt you.

Yes! Genetic: Ask your Mom or Dad if they have the same condition. Look at their ankles. Elevate your ankles at night. Is usually hereditary. Cosmetic lasers can treat it.
