Not necessarily: The bogginess usually represents a buildup of a blood pocket within the layers or underneath the scalp next to the skull.It does not represent an extension past the skull into the brain unless you can feel a step off in the skull bone itself.When this happens there will be other symptomss of a head injury like vomiting or loss of conciousness.
