I am not sure: You need to know what the normal range of values is. Check with your Dr. I think you are pregnant, though.

Yes: The timing and the test result mean a new pregnancy, if one tends to have short cycles and ovulates less than about 10 days after the first day of the preceding period. Consider oneself pregnant, unless there is another reason for the increased bHCG.
