Which values?: You are asking about an unstable situation. Any number of complications can happen like an uncontrolled infection, a stroke, a heart attack ...Etc.

It depends: Tracheostomy is done after a prolonged intubation. It per se does not increase oxygenation. O2 sats reflect the lung disease, such as a bad COPD patient or pneumonia.
