Inflammation: Most fluid accumulates in the conjunctiva, the clear membrane in front of the white sclera. Inflammation from infection, trauma, allergy, or chemical exposure can cause this. True scleral edema (sweeling) is rare and found in severe scleritis. The swelling can result in retinal edema as well.
