My blood ammonia level is 97 mcg/dl (lab range 27-102 mcg/dl). my complete metabolic panels are always normal. is this ammonia level considered high? is it high enough to cause encephalopathy?

No,its in the: normal range. It is not nearly high enough to cause encephalopathy..

Normal value: NO, you do not have an encephalopathy secondary to ammonia, and doubt you have any hepatic or renal metabolic encephalopathy either. Not clear to me from information, as to what your problems involve.
