Cycle day 6-10: It's best to do that procedure when you've just finished bleeding from your menstrual cycle. Also you want to do it before you get ready to ovulate (about cycle day 12-14). So that really gives you a window of cycle day 6-10. That way the lining is not too thick (which would make the procedure harder for your doctor) and you haven't ovulated yet.
