Not STD: If you have never had sex, it cannot possibly be an STD. They're called "sexuall transmitted" for good reason! (This assumes "no sex" includes no oral sex.) Also, the large majority of genital skin problems are not STDs. Impossible to guess at the cause from the information provided. You'll need to see a doctor.
