Could it be "normal" to have a nucleated rbc count of 0.2 per 100 wbcs two months after a contusion to the tibia? a year before this, nrbcs were 0.

Interesting : It is not uncommon to have such findings on blood testing. My recommendation would be to wait a month and repeat the test to see what it looks like.
