See docotr: Bone growth close in teens or 21. If this would not happen it could be hormonal abnormality as excess of Growth hormone. Simple X ray of wrist is used to asses " Bone age" in questionable short statute of children or teens. In adulthood it is never normal to have open bone cartilage . Please see your doctor for more testing.
