i'm having tingling in my left arm, pain in my chest and arm as well, dizziness, loss of breath, and neck pain. this supposedly isn't my heart.

Who says it isn't: Who says it isn't heart related. How long have you had this. Is this acute? Evet though you are young if you have not had an evaluation then heart needs to be ruled out. If this is a chronic problem then you need a more involved workup including musculoskeletal and neurological studies.
