It depends: The pain makes it less likely a stroke or something which requires immediate attention. Heart attacks can create pain in the extremities but not the tingling typically. Most likely we are dealing with a nerve that is pinched, most often at the neck level. If not promptly better with conservative measures such as otc pain remedies, heat/ice...clearly worth having checked out asap.
