Should be OK/depends: It may depend on how old he is and what other conditions he might have. Dialysis itself doesn't stop a person from having a baby but the reasons for it might, like diabetes or high blood pressure causing renal failure leading to dialysis. These can cause impotence and possible sperm defects which might affect chances of conception. You might see your doctor for more info.. Best of luck.
