Lubricate!: You can try lubricating the eyes with artificial tears one drop 3-4 times a day and taking oral omega 3's like evoa dry eye supplements to stimulate more and better tear production. This will work if they are red due to dryness. Some people just do not have as white as eyes as others. For one time (urgently) you can use visine get the red out. Visine is not healthy for chronic long term help.

Rhinoconjunctivitis: Sounds like you have allergic shiners and conjunctivits. Using cool compresses, antihistamines, nasal steroids and/or allergy eyedrops can all be helpful.

Consider allergy: In allergic or infectious eye inflammation the covering over the whites of the eyes and inside the lids, the conjunctiva, can become red with subsequent swelling of the lids. Suggest an oral or topical eye antihistamine unless there is discolored eye mucus then may need antibiotic eye drops from eye dr.

Two separate issues: Bags under the eyes are usually caused by the herniation of fat through the infra orbital septum and cosmesis can be improved by blepharoplasty surgery where the fat is removed. Examintion can rule out other causes of baggy eyelids. Chronic red eyes are frequently from dry eye syndrome and an eye exam can confirm the diagnosis and eliminate more serious causes for a red eye.
