Hematuria: May be urinary tract infection which needs antibiotics or vaginal/tube infection. Go to a doctor or hospital ER - it is my understanding emergencies are covered under the public health system; this is an emergency as it is serious if not treated https://www.health.govt.nz/new-zealand-health-system/eligibility-publicly-funded-health-services/guide-eligibility-publicly-funded-health-services

Blood in urine: If you can't afford a GP , you need to go to hospital ED for a review.
