Certainly may: The turbinates consist of erectile tissue that can engorge and swell in response to various stimuli--climate change, allergies, infection, head dependent position, hormones, infection, air-temp, etc. A sinus infection is one of those things that could and often would make them swell, but many other things could as well, so the presence of large turbinates alone does not equal a sinus infection.

It may: Since the nasal lining is contiguous with the sinus lining, inflammation in the sinuses can involved the nose. Nasal congestion may occur with pregnancy also.
