Can virus cause itchy bumps in the joint area? daughter has little bumps around her elbows and inside wrist area.

Possible but: Unusual to involve these areas alone. Do they itch? How long has this been present? If this has been present for at least a few weeks and itch, then eczema would be the most likely cause for a child of this age.
