Could be fungal: Should be checked and examined. Proper topical treatment may all that needs to be prescribed. If left untreated may spread and become more invasive. See a podiatrist

Mix and Match.: Try a topical otc fungal medication and see how it works. Sometimes I have patients use a combination of anti-fungal and corticosteroid topicals.
