No: Likely this is a normal variation of her development when she was in the womb. At your next pediatric appt, you can point this out to your daughter's doctor, but these skin flaps or tags are very common at birth and typically go away on their own. As obstetrician I see them when baby girls are born, quite frequently. Unless your pediatrician thinks it needs removal, likely okay to leave alone
